Constable Heap says there are many steps you can take to help protect your vehicles from these thieves:
• Park your car or truck in your garage.
• Install a car alarm that includes wheel sensors.
• When parking on the street, park as close as possible to the curb.
• When parking in a driveway, turn your steering wheel and tires fully to one side.
• Use wheel locks on each wheel, including your spare tire, as an additional deterrent.
• Add motion lights and/or security cameras around your parking area.
• Watch out for your neighbors and ask your neighbors to watch out for you and your property too.

Personal Safety Tips for Residents:
· If you see something suspicious,
call our dispatch center and report it, (281) 463-6666.
· Make sure the home’s address is VISIBLE for police, firemen, and paramedics for easy identification of the home.
· Home Security System –
make sure it is armed when you are away from your home.
· Always lock your car doors when they are unoccupied.
· Always lock the doors to your residence,
make sure the windows are locked too.
· Don't let your dog run loose.
Always keep your dogs on a leash, it’s the law.
· Proper outside lighting –
thieves may choose to by-pass a well-lit home.
· Keep garage doors closed and locked.
· Locks for pet doors –
Make sure your pet door isn’t a point of entry for a thief.
· Being followed – Please be alert and check to make sure no one is following you when leaving the bank. If anyone follows you after making a transaction, go to a crowded well-lit area and call the police. Do not go home.
· Solicitors – Be cautious with any stranger that knocks on your door. You are not required to open the door. Never open the door to someone that you don’t know. If the entire neighborhood practices this, then solicitors will have no reason to solicit in your neighborhood. Always look through your peephole. Do not get in a conversation with solicitors through your front door. If you notice the solicitor doing anything suspicious such as looking in windows, testing doors, entering back yards, or any other suspicious behavior, call us immediately. Utilize “No Soliciting” signs near your front door.
· Knock at the door – Always acknowledge the knock at the door. Burglars are checking to see if anyone is at home especially during the day when everyone is at work, school, grocery store, etc. This is when most residential burglaries occur. Trust your gut instinct and have the phone in your hand. Refuse to open the door to anyone you don’t know or aren’t comfortable with and don’t hesitate to call us.
· Packages – Don’t let your packages sit at the front door. Schedule deliveries for times you will be home. Buddy up with a neighbor.
You could also schedule in-store pick-up.
· Suspicious Persons and or Vehicles – Please do not hesitate to call us and investigate. Just because someone is wearing a reflective yellow vest does not make them official. Do not become a victim of Theft of a Residence, Home Invasion, etc.

Internet and Social Media Safety: Educates teens on the dangers presented by social media
Teen Mentoring: Placing one deputy with one teen, to meet with them for 1 hour a week.
Drug and Alcohol Awareness: In partnership with M.A.D.D. and Krysta’s Karing Angels (Conducted in Schools).
Life 101: Covering a wide range of topics aimed at decision making skills during adolescent years.
Adult Programs:
Internet and Social Media Awareness: Educating parents on the dangers presented to teens over the internet.
Home and Personal Safety: Practical measures that can be taken to improve both.
Fraud Awareness: How to detect and avoid scams and fraud.
Sr. Safety and Awareness: Specific safety and awareness tips for those 65 and over.
General Programs:
Neighborhood Crime Watch: Information to assist neighborhoods develop and maintain a crime watch program.
Workplace Violence and Active Shooter Response: Teaching civilian response to workplace violence and active shooter situations.
Holiday and Shopping Safety: Focused on safety issues during the holiday season.
Operation ID: Teaching residents the importance of marking their belongings.
Child ID: Helping parents plan for, protect against, and respond to a missing child.
Motorist Assistance Program (MAP)

The HCSO’s MAP is a free program designed to assist stranded motorists on all Harris County area freeways Monday through Friday from 6 a.m. to 10 p.m. (excluding Harris County holidays).
GET HELP WITH:
· Changing a flat tire
· Supply fuel, water and/or air
· Jump-start vehicles
· Assist with minor engine repair
· Remove stranded vehicles from roadway
· Provide courtesy transport of stranded motorist to a safe location.
FOR FREE!!!! Harris County Constable’s Office, Precinct 5 is now offering a class on Rape Aggression Defense (RAD). RAD is one of the best women’s self-defense courses available. It’s a program based on realistic self-defense tactics and techniques. It is a comprehensive self-defense course for women that begins with awareness, prevention, risk reduction and avoidance, while progressing on to the basics of hands-on defensive training. In April 2017, Constable Ted Heap, through a partnership with Crime Stoppers of Houston, formed a city-wide Anti-Animal Cruelty Partner Council. The goal was to bring key groups and agencies together to find solutions for the way crimes against animals are reported and responded to in Harris County and the City of Houston. As Constable Heap stated in a press conference announcing the task force, “With over 50 law enforcement agencies in Harris County, citizens often do not know where this type of abuse can be reported. The council’s goal was to make it easy for citizens to report animal cruelty and neglect to the correct agency, thereby helping animals in need as quickly as possible. This also would free up resources that were incorrectly getting the calls.”
The council formed the Harris County Animal Cruelty Task force to help streamline the reporting process. It established two ways citizens can make an animal cruelty report:
• By calling the reporting hotline 832-927-PAWS. This new hotline will speed up response times and minimize duplication of efforts across the county.
• By submitting an intake form online at www.927PAWS.org.We had 8 BMV’S (Burglary of Motor Vehicles) in the last two weeks of December 2018. All of these vehicles were left unlocked with personal property and could have possibly been prevented.
Please follow the following crime prevention tips to prevent your vehicle from getting broken into.
· Remove all interior valuables from plain view. Lock these items in the trunk or bring them inside your residence.
· Do not leave any articles of value in your car unattended, especially overnight (cell phones, lap tops, money, wallets, purses, GUNS, etc.)
· Lock all doors and roll up all windows.
· If you notice anyone acting suspicious or hanging around the neighborhood, call us immediately at 281-463-6666.

You DO NOT have to leave you contact information, if you wish to remain anonymous. Your submission will then be reviewed by a Lieutenant.
